Think Impact was engaged by the City of Parramatta to coach the Parramatta Social Outcomes Team and support the development of a measurement framework for the Socially Sustainable Parramatta strategy. Over a period of six months, we worked with the Social Outcomes team to identify the intended impact sought by the strategy and developed a set of indicators to measure progress. During this time, we built the capability of the team to measure, report and align their organisation around their intended social impact.

In 2020, the project was recognised for its excellence in impact measurement and innovation by winning two awards; Excellence in Social Impact Measurement and Innovation in Impact Measurement from the Social Impact Measurement Network of Australia (SIMNA).

About the Socially Sustainable Paramatta Framework

In July 2017, the City of Parramatta’s Sharing the Opportunities of Growth for All – Socially Sustainable Paramatta Framework was adopted by Council. The Strategy articulates eight goals that each contribute to a City where the benefits of growth are shared equitably for all.

The diagram below illustrates the relationship between the eight goals of the Socially Sustainable Parramatta Framework.

Each goal includes a set of indicators that provide insight into the progress being made against the strategy from three key perspectives: For people ('my life'), for the City ('our city') and for Council (see overview here). The Framework was endorsed by over 40 internal business units, and ‘makes the complex simple and accessible’ according to the City of Parramatta’s Social Outcomes Manager.

Importantly the Framework recognises that it is everyone’s responsibility to make progress towards a socially sustainable Parramatta.

The City of Paramatta is using the Indicator Framework to track and measure progress towards becoming more socially sustainable. The results are being used to provide evidence and inform Council’s decision making. Council is continuing to implement and refine the Framework in support of a Socially Sustainable City.
